End of Session Advocacy Update
This legislative session, we put in the time researching, discussing, and showing up to advocate for policies that matter to our members. We’re proud that several of the bills we supported passed, bringing real wins for small and inclusive businesses.
Some important bills didn’t make it through, but we were there, making sure our community’s voice was heard. And we’ll be back next session to keep up the fight. Here's how things break down:
None of the anti-transgender bills passed. (HB 2037, SB 618, SB 787, HB 3330)
None of the book-banning bills passed (SB 212, SB 661). In fact, state lawmakers went even further by preventing local school districts from banning books, known as “Freedom to Read” (SB 1098).
Some of the bills we supported which passed include:
HB 2337: Creates a small business preferences program for state procurement and will continue to study disparities.
HR 3: Recognizing and honoring the history of Black drag in Oregon and numerous bills to help businesses of all sizes. See ORPIB floor letter from the desk of Rep. Travis Nelson
HB 2292 and HB 2942: Increasing insurance coverage of PrEP and PEP and ensuring pharmacists can be paid fairly for prescribing those medications.
SB 1098: Prohibits the exclusion of certain school books based on the topic or author of the book.
Looking Ahead:
Bill Implementation: The Advocacy Committee will continue to engage with the Department of Administrative Services (DAS) on implementation of HB 2337, ensuring LGBTQIA2S+ business are included in future disparity studies.
Special Session and 2026 Short Session: We will monitor bills and continue to engage with lawmakers on ORPIB priorities.
2026 Election: ORPIB will identify and support candidates and measures that align with our mission and values.
