Advocacy Update Spring 2026
Dear ORPIB Member,
Oregon’s 2026 legislative session has concluded. Your ORPIB Advocacy Committee dedicated significant time to tracking legislation and engaging on issues affecting our members.
After reviewing more than 300 bills, we identified the following for active engagement:
PASSED (Supported by ORPIB)
Protecting Trans and Abortion Care: HB 4088 – Protects the privacy of patients and providers related to reproductive health care and gender-affirming treatment
Reforming Business Oregon: HB 4062 – Requires the Oregon Business Development Department to evaluate and streamline programs
Protecting Students from ICE: SB 1538 – Prohibits discrimination in education related to immigration or citizenship status
DID NOT PASS (Supported by ORPIB)
No More Secret Police: SJR 203 – Proposed a constitutional amendment establishing a right to be free from secret police
In the Headlines
The big-ticket items this session are SB 1507, which partially disconnects Oregon from the federal tax code, recapturing approximately $300 million in short-term revenue; and SB 1599, a proposal to move the referendum vote on the 2025 transportation funding law from the November 3, 2026 general election to the May 19, 2026 primary election.

SB 1512 – Modifies the Prosperity 10,000 workforce development program
HB 4013 – Clarifies rules regarding minors’ working hours
HB 4016 – Requires public contractors to demonstrate and maintain tax compliance
HB 4061 – Updates Oregon’s trade and procurement strategies; establishes a business and investment retention task force; allocates $300,000 for implementation
HB 4089 – Expands the definition of theft of services to include nonpayment of compensation to employees and independent contractors
About Our Work
The ORPIB Advocacy Committee engages with Oregon state legislators, including members of Oregon’s LGBTQIA2S+ Caucus. We help develop legislation and collaborate with aligned organizations to advocate for policies that protect our communities and advance ORPIB’s mission. As a 501(c)(6) organization, ORPIB also endorses political candidates and ballot measures.
